For this tutorial, you’ll need a working knowledge of PSP.

I’m using PSP 9 but any version should work.

Tube/Image-TooshToosh. You MUST have a license to use this tube. Do NOT use this tube w/o the proper license!

Fence element of choice

Rainbow & butterflies of choice (if not using tubes from the artist)

Open a new canvas 800*600

flood fill w/ white

Copy a paper or image of your choice & paste as new layer

Resize if needed

Apply your mask to this layer

Merge group and adjust if you need to.

Float

Defloat

Copy and paste your rainbow image

Paste as new layer

Selections

Invert

Delete

Select none

Copy and paste your fence element

Add drop shadow of choice

Copy and paste your tube 

Resize if needed

Add drop shadow

Copy and paste your butterflies

Add drop shadow

Merge visible

Crop down your tag

Resize to your liking

Add your © information

Add text of your choice

Add your name

Be sure to add drop shadow to each

Save and enjoy your new tag!
